His advocacy on behalf of tribes and tribal healthcare programs reflects an openness to understanding the needs of Indian healthcare providers and the communities they serve. He also draws on an expansive knowledge of Medicare, Medicaid, and other healthcare programs to enable tribes and tribal organizations to leverage other revenue streams and thus strengthen and expand their capacity to deliver high-quality, culturally competent care to their communities.

Kevin was a key legal advisor to a majority tribally-owned start-up organization that developed the first of several opioid disorder treatment facilities in California that are owned by federally recognized tribes. Before that, Kevin headed the HHS legal office that provides legal advice and support for the Indian Health Service’s compacting and contracting activity with tribes and tribal organizations across Arizona, California, Nevada, and New Mexico. He has been a counselor to national policymakers and healthcare experts on the Indian Health Service and has made significant contributions to reports to Congress and to HHS with recommendations for improving the operation of the Indian Health Service and tribally-operated health programs.
